Heather Tyulyandin has provided voters with clear stances on key issues by responding to the 2024 Political Courage Test.
| Pro-choice | a) Do you generally support pro-choice or pro-life legislation? | ||
| Yes | b) Do you support legalizing abortion when the pregnancy resulted from incest or rape? | ||
| No | c) Do you support the prohibition of public funds (e.g. Medicaid) for organizations that perform abortions? | ||
| I support access to all forms of sexual and reproductive healthcare that a person needs, up to and including abortion, birth control, vasectomies, IVF, IUI, and STI/STD testing. | |||
| No | a) In order to balance the budget, do you support limiting state government spending on social programs (e.g. SNAP, TANF)? | ||
| No | b) Do you support a decrease in income taxes in order to promote economic growth? | ||
| Yes | c) Do you support a wealth tax in order to pay for public programs in your state? | ||
| No | d) Do you support decreasing the amount of money that can be expended from the State Legacy Fund over a two year period from 15% to 5%? | ||
| Our income taxes are already very low, so we do not have a need to reduce the amount even further. I do not support cutting funding from critical programs like TANF and SNAP under any circumstances. Wealth taxes would only affect a small portion of our residents, so most people would not need to worry about this changing their tax bills. I do, however, support reforming our property tax system in the state so that people are able to afford buying a home and not get priced out of their home, especially seniors on social security. | |||
| No | a) Do you support capital punishment for violent crimes? | ||
| Yes | b) Should an individual under 18 accused of a violent crime be prosecuted as an adult? | ||
| Yes | c) Do you support the enforcement of federal immigration laws by state and local police? | ||
| No | d) Do you support the use of private prisons? | ||
| No | e) Do you support mandatory minimum sentences for nonviolent drug offenders? | ||
| Yes | f) Do you support the legalization of marijuana for recreational use in North Dakota? | ||
| Individuals under the age of 18 should only be prosecuted as an adult if they are older than 13, and are found by a psychiatrist to have the capacity to understand their actions and the consequences. I can't agree to anyone under 18 being sentenced as an adult, especially because children's brains are nowhere near fully developed. As far as enforcement of federal immigration laws, I don't agree that state and local police should act as ICE agents or be allowed to stop and demand proof of citizenship. However, if someone is convicted of a violent crime, their citizenship status should be checked to determine what the appropriate consequences should include. | |||
| Yes | a) Do you support state government spending as a means of promoting economic growth (e.g. grants, tax incentives)? | ||

| Yes | c) Do you support an increase of the minimum wage of North Dakota? | ||

| No | b) Do you support state governments allowing permits for drilling on public lands? | ||
| Yes | c) Do you support increasing state funding for clean drinking water initiatives? | ||
| I am not comfortable agreeing to a blanket statement allowing the state government to permit drilling on public lands. Each permit would need to be thoroughly examined as its own proposal and my vote/support would be based on potential impact to surrounding environment, return on investment/benefit, and whether there are other options for the same outcome. | |||

| Yes | b) Should background checks be required on gun sales between private citizens at gun shows? | ||
| Yes | c) Do you support the right to concealed carry in North Dakota? | ||
| I believe that people should be able to purchase and carry a gun in North Dakota. However, safety precautions need to be implemented in order to limit a person's ability to stockpile weapons, purchase guns secretly, avoid having their guns confiscated in instances of domestic violence or mental health concerns, etc. If a person is a threat to themselves or others, they should not be allowed to have access to weapons that enable them to cause a greater amount of harm in a small time frame. Concealed carry should not be expanded to include education campuses, government buildings, or private businesses that do not want guns on their property. | |||
